The Quality Matters (QM) Rubric This link will take you to an external website in a new tab. is a nationally recognized rubric developed in 2003 and is designed to provide guidelines in the development and design of online and blended courses. The CSU began a systemwide contract in 2013 which provides 25-33% discount on enrollment in QM courses. The 7th Ed. Rubric (released July 2023) is composed of 44 standards across 8 sections.
