(QM) rubric is a nationally recognized program developed in 2003 and is designed to provide guidelines in the development and design of online and blended courses. The CSU began a systemwide contract in 2013 which provides 25-33% discount on enrollment in QM courses. The rubric is composed of 42 standards across 8 sections.
